Summer Seminar on Germany and the European Union
"Germany and the European Union: Political, Economic and Social Challenges in View of German and European Unification" is the title of a seminar to be held from June 21-July 6, 2003, in Berlin and Ingelheim, Germany.  The program is open to faculty and administrators in the United States, Canada and the European Union, and has the goal of building mutual understanding and active communications among the peoples of these countries. It is sponsored by the Ministry of Education, Women, and Youth of Rhineland-Palatinate in Mainz.  The working language of the seminar is English.  The deadline for application has been moved to the end of April 2003. Grant Opportunities
U.S.-Mexico Borderlands Collaborative Grants Competition
The Consortium for North American Higher Education Collaboration (CONAHEC)
has announced its 2003 Request for Proposals for its U.S.-Mexico Borderlands
Collaborative Grants Competition. The program was created to increase the
involvement of higher education institutions with community-based
organizations and other institutions from both sides of the border in
collaborative binational projects that focus on academic and border
community development in the areas of health, education, environment,
economic development and community issues.

All projects request at least one Mexican and one U.S. partner.  The lead
partner must be a member or CONAHEC or a signer of the original Border PACT
agreement.  The maximum amount of each grant is $15,000 USD. The deadline
for applications is Friday, May 9.  Complete details are available at

RFA for Round III of PartNER Program Now Available
March 24, 2003

IREX is pleased to inform you that the Request for Applications (RFA) for the Round III phase of the Partnerships, Networking, Empowerment and Roll-Out Program (PartNER) has been released. The deadline for application submission is May 12, 2003 (See RFA for additional information). The PartNER program provides funding for US-Russia and Russia-Russia partnerships to implement projects that promote the socio-economic development of the Volga Federal District in Russia. PartNER is funded by the US Agency for International Development (USAID) and administered by IREX (the International Research & Exchanges Board). The RFA and additional information about the PartNER program can be found on the IREX website at www.irex.org/volgapartner.

Note to Organizations Seeking a Partner:
US or Russian organizations that wish to apply for funding in the Round III phase of the PartNER program but do not yet have a partner may visit the IREX website to view the PartNER online database of organizations at www.irex.org/volgapartner/database.asp. The database consists of Russian and US organizations seeking potential partners with which to cooperate in this round of competitions. Should you find a potentially suitable organization in the database, you are highly encouraged to contact that organization using the information provided. You may also contact IREX if you have questions regarding the database or potential partnership organizations.

Organizations that wish to be included in the PartNER online database should fill out and submit the Profile Application, available at  www.irex.org/volgapartner/grants/profile_app.doc.
