Here is information about the first College and University specific opportunity for new programming possibilities in a revised US-Middle East partnership program from USAID. The State Department has a similar university linkages program. It is also being revised this year to reflect revised priorities from the Education and Cultural Affairs Bureau in the State Department. I was able to attend a meeting on May 2 at the State Dept with Deputy Assistant Secretary of State Tom Farrell. He indicated at this meeting that it was State's intention to refocus the program on program areas closer to State Dept priorities such as civic engagement, communications, teacher education and building curriculum reform at linkage sites, as well as encouraging Fulbright scholar involvement from US and overseas institutions in these areas. State also wants to focus on areas of the globe in need of additional attention. These included the Caribbean area, Central America, and Sub-Saharan Africa as areas of particular interest. A group is working within ECA to revise the FY 03 RFP to reflect new priorities. Expect to see the State ECA request for proposals sometime in the next few weeks depending the time required for revisions. Michael McCarry and the Alliance for Educational and Cultural Exchange Programs was extremely helpful in setting up the meeting with ECA. Current grantees from Rutgers U and Temple U. also provided direct field experience to assist the efforts to keep and revise this program. Please let me know if any AIEA members wish additional information on these meetings or programs.
