[Seac] Proper List Use and DIGEST option

Seriously guys,

we have to keep the emails to a minimum. necessary or informative listserv 
emails only.  I've already gotten complaints and some wanting off the list.  
There's quite a few people on this list we should keep informed about 
Environmental topics that can't make it to meetings.  We don't want to 
overload or make them become immune to our emails because of seac xmas food 
emails.  Try to narrow your target audience if you can for email topics such 
as that.  thank you.

*****ALSO, so everyone knows there is a setting i can SWITCH to make the 
daily SEAC emails you receive crunch into a one-end-of-the-day email called 
a DIGEST. If you're interested in this option notify me.*****
